Abstract

This article analyzes effective mechanisms for managing protected areas, focusing on creating a unified ecological network for biodiversity conservation and sustainable development. The article highlights the key benefits of implementing a public-private partnership model: attracting private investment, improving management quality, developing tourism infrastructure, and promoting protected areas. It also examines the risks associated with environmental violations, legal uncertainty, and lack of business interest in long-term projects. Based on an analysis of successful public-private partnership examples in the Urals, including projects in the Taganay and Zyuratkul national parks and the Denezhkin Kamen state nature reserve, recommendations are offered for improving partnership mechanisms. These include developing a legal framework, implementing environmental standards for private partners, strengthening government oversight, and promoting protected areas as ecotourism destinations. The article’s conclusions emphasize the need for an integrated approach to managing specially protected areas in the Urals to ensure their environmental sustainability, the region’s socioeconomic development, and the preservation of its natural heritage for future generations.
